I have the honour to acknowledge the receipt of Mr. Wilton's letter of the 15th. instant forwarding a copy of a letter from the Military Governor of Canton on the subject of the violation by the "Kwong Lee* of British Territorial rights and in reply would ask you to be good enough to point out that even if the facts were as stated in the Military Governor's latter of the
13th. March correct, a violation of British Territorial rights
took place as although it is laid down in the agreement with regard to the lease of the New Territories that Chinese ships of war are allowed to use the waters of Kirs Bay, this does not mean that the ships are allowed to land armed parties on its shores or to function in any other manner whatever in the Bay. As a matter of fact however this Government has established beyond doubt by several reliable witnesses that the arrest of the two men actually took place on board the Steamlaunch "Sun On".
I shall be glad therefore if you will make further
representations and demand the immediate surrender of the two men unlawfully arrested.
